He has written several  articles concerning administrative procedures, European administrative law, public works, privatization of public enterprises, energy law, local powers regulation, public utility legislation.

RESEARCH ACTIVITY

Since 1989, he has supervised and directed several researches on different themes, such as: European public enterprises, the principles on administrative procedures, Italy’s regulatory policies and administrative reforms; the indirect enforcement of EC decisions-; The national administrative system under the EC; The indirect effects of the EC principle of free competition: the liberalization of trade, of professional associations, and of local public utilities- a NRC research); A structural and legal analysis of the national and EC compound proceedings ; The national administrative system under the EC; The simplification of administrative procedures; The E-government; The Global legal area; Gatts and its consequences on the national administrative law.

Now he directs Observatory on Independent Regulators’ RIA.

CONFERENCE ATTENDANCE

He has given several reports and papers at conferences, seminars and workshops.

OTHER TEACHING ACTIVITY

He taught training courses at the Institute of social and economic research; the Post-graduate School of Public Administration, The National Statistical Institute, and other Italian “ hautes écoles”.

OTHER CONSULTING ACTIVITY IN THE PUBLIC ADMINISTRATION

Member of the Advisory Committee for the implementation of Law 7 august 1990, n.241 on administrative procedure;

From 1993 to May 1994 he coordinated, at the Department of Civil Service, three work groups concerning, respectively, the supervision on the implementation of law n.241/ 90, the outlining of the strategies towards the simplification of the administrative proceeding, and the draw-up of the Public Utility Charter.

(1994) Appointed by the European Parliament to draw up a European Public Utility Charter, issued in April 1994.

(March 1994) Member of the work group created by the City of Rome in the research upon the feasibility of the municipal estate securitization. Final report in July 1994

(1995 Dec 1999 ) Member of the Scientific Committee of the The Italian Securities and Exchange Commission.

(Sept 1995 – sept.1996) he acted as consultant for a Regional Council ( Lazio)

(March 1996 – Jan 1999) Member of the Consulting and Advisory committee on privatizations in the City of Rome.

Member of the advisory committee on the implementation of Law 15 march 1997, n. 59, at the Prime Minister’s Office.

(March 1998 may 2005) Member of the Commission for the free access to administrative documents.

(March 1999) appointed by the Ministry of Treasury to deal with a research regarding “ Devolution and resources allotment” and the “ Full reform of the state administration” .

(Nov 2004) appointed as government advisor for the implementation of the administrative federalism , as also president of the “ Advisory commission on the enforcement of article 118 of Italian Constitution”

Member in several open competition committees at the City of Viterbo, the Accountant’s Council and other.

Since Nov. 1994 he is member of the Scientific Board of the legal periodical “Giornale di diritto amministrativo” directed by Prof. Sabino Cassese and published by Ipsoa, Milan.
