Giannini from the Pages of Newspapers: the Meltdown of the Institutional System and the Necessary Reforms

This essay concerns the major press articles written by Massimo Severo Giannini from 1935 until the end of the twentieth century. The main topics dealt with by Giannini are considered: political and constitutional balances; public administrations and their dysfunctions; the civil service; necessary reforms. Although he prepared these articles for newspapers or magazines, Giannini never failed to apply a deep and accurate analysis. His articles contain a harsh critique of the constitutional and administrative institutions, which in his view suffer from serious failures and inefficiencies. However, the severe critiques he advances are always flanked by clear proposals for concrete remedies – proposals that, unfortunately, have rarely been followed and implemented.
